The Registrar and Land Officer will with the higher
Residential Allowance go to £1300: the others will go
to £1200. But all will be long scale posts.

This proposal involves a variety of changes:
The Crown Solicitor who is at present graded
with the Registrar and Land Officer will be more
favourably treated in future:

or graded down respectively to the new long scale.
The grading up for some involves a considerable
improvement, the grading down in others a considerable
reduction.
I am not sure that there is not a case here for a
promotion bar at £1000 £50 Residential Allowance,
the Registrar, Land Officer and perhaps the Official
Receiver going into the higher grade and the others into
the lower.
We might suggest this to the Governor.
As regards the minimum, again subject to
Sir G. Bushe's
observations, I should be inclined
to drop the minimum to £700. We could, if necessary,
combine with this reduction an arrangement like that
in the attached print for an increase in the
initial emoluments according to age and experience,
but as
the posts only require solicitors qualifications
and we have not so far extended that arrangement to
solicitors I should be inclined on the whole not to do
so, unless it is essential.
2. The divergencies between the service which
officers in the different scales would have to complete
before becoming eligible for a residential allowance.
